• Transparency reporting is mandatory and public.
• Guardian oversight is required for high-impact actions.
• Phase 3 regional deployment remains locked until Phase 2 stability criteria are met.

Phase Discipline

Phase 2 Stabilization: allocation compliance, treasury solvency, and reporting discipline are verified over time.

Phase 3 Regional Deployment: enabled only after published stability thresholds are met.
